The Dublin Airport Authority (DAA) has recently faced challenges with its plan to build an observation deck for plane spotters at Collinstown Lane, known as The Mound. The Fingal County Council has requested additional information on 18 different aspects of the plan, including the provision of toilet facilities at the site. This request has caused the DAA to reconsider its offer, as it was hoping to formalize an existing “airport viewing point” that has been in place for over 30 years.

In its application to the council, the DAA proposed an elevated viewing platform with seating, tables, and shelter, as well as parking spaces, bicycle stands, and lighting. However, the council’s planning department raised concerns about the lack of toilets at the site, suggesting eco toilets or Portaloos should be considered. They also recommended changes to the placement of bicycle stands, additional street lighting, and alterations to the traffic flow.

The DAA, which had engaged in extensive pre-planning discussions with Fingal, is disappointed by the council’s response. The agency believed that its proposal to enhance the current site with landscaping, seating, and parking would be well-received. The request to relocate the observation deck to address traffic concerns, despite the positive outcome of a road-safety audit, has been particularly frustrating for the DAA.

Furthermore, the council’s suggestion to plant trees around the site and maintain them for three years has added to the DAA’s concerns. The company is puzzled by the emphasis on installing toilets, especially since they are not mandatory in Fingal Council playgrounds. Despite the setbacks, the DAA still views the observation deck as a beneficial addition from safety and environmental perspectives.

The DAA is now reassessing its proposal in light of the council’s requests for more information. The company remains committed to providing an improved space for plane spotters, with proper landscaping and facilities. While the bureaucratic hurdles have been challenging, the DAA is determined to find a solution that satisfies all parties involved and ensures a positive outcome for aviation enthusiasts in the area.
